FairPoint Communications has agreed to provide dozens of documents to utility regulators that Verizon has never been required to submit - including reports on its workforce, service quality, broadband expansion and finances - if it is allowed to take over phone service in the state. But it appears not all of the reports will be available to the public, and it was unclear yesterday how, and by whom, the reports would be scrutinized.
